To install the TS Licensing role service, perform the following steps:
1. | In Server Manager go to the Terminal Server role, scroll down to the role services, and Click Add Role Service.

2. | Choose the TS Licensing role service and then click Next.

3. | In the Configure Discovery Scope for TS Licensing window (see Figure 1), choose one of the three possible choices:
- Workgroup:
Use this choice only where the TS Licensing server is installed on a
server that is not part of a domain. A workgroup licensing server that
joins a domain will automatically be changed from a workgroup scope to
a domain scope.
- Domain:
With this option selected, terminal servers in the same domain can
discover this licensing server. To configure this scope, the server
must be a part of this domain, and you must be logged on as a domain
administrator.
Note
If
the TS Licensing role service is installed on a domain controller,
terminal servers in the domain will be able to discover the licensing
server automatically. TS Licensing can be installed on a member server
but is not automatically discoverable.
- Forest:
In this scope, terminal servers from multiple domains within the same
forest can discover this licensing server. To configure this scope, the
server must be a member of the domain, and you must be logged on as an
enterprise administrator.
Finally, you can select the location for the TS Licensing database. By
default, this database is placed in the following location:
C:\Windows\system32\LServer. After choosing your licensing scope, click
Next.

4. | On the Confirm Installation Selections screen, ensure that all your choices are correct and click Install.

5. | When you receive a confirmation that the installation is complete, click Close. |
